President Spezia is the Executive Director of Housing California, the leading statewide non-profit advocating for a safe and decent place to live for every Californian. In her role she is leading efforts to address HCA's top three priorities: leading the campaign for funding for the statewide Housing Trust Fund, creating a program to address homelessness policy, and coordinating land use reform efforts to increase the supply of affordable homes in communities throughout California. Prior to joining Housing California in June 2004, she was the Executive Director of the California Futures Network, where she led efforts to promote statewide smart growth policies. Julie is the mother of two terrific children, Tevis and Sarah. She recently led a Youth Build for Habitat for Humanity in Belfast, Northern Ireland. She received her Bachelor's degree from the University of Southern California, a Masters in political science from the University of California at Davis. She is also a graduate of the California Agricultural Leadership Fellowship program (Class XXVI). |

Dianne Spaulding is in her fourteenth year as the Executive Director for the Non-Profit Housing Association of Northern California (NPH). Dianne is an active contributor to the field of housing and community development serving as the Chairperson of the California Housing Consortium (CHC). Dianne is also a member of the NHC Executive Committee as the elected Regional Representative from California. In 2006 Dianne was in the first group of housing professionals inducted into the newly created California Housing Hall of Fame conveyed by the California Housing Consortium. Dianne is a graduate of the University of California and for over twenty-five years has dedicated her work in the non-profit sector. She has held numerous positions including tenure as the Regional Director for the Bay Area Information and Retrieval System, Director of Governmental Affairs and Transportation for the Fresno City and County Chamber of Commerce and as Deputy Director for the Older Americans Organizations. |

Treasurer An experienced housing developer with demonstrated experience in creating quality mixed-income/mixed use housing projects, Jeff has facilitated the development of over 3,500 units of multi-family rental and ownership housing in California. He has a proven track record of working in both the non-profit and for-profit housing development sectors, has demonstrated a consistent involvement in matters of land use and housing policy, and is able to work effectively among diverse interest groups. Prior to joining CHC, as Vice President at A.F. Evans Development, Inc., he coordinated a workforce housing initiative to provide opportunities for first-time homebuyers in the San Francisco Bay Area. Jeff served as Director of Special Projects for BRIDGE Housing Corporation and as Vice President/Director of Development for The John Stewart Company (all active CHC members). Mr. Loustau has a Master of City Planning degree from MIT and a Bachelor of Architecture degree from the University of Notre Dame. He is a licensed California architect. |

Assistant Treasurer Robert Wiener, California Coalition for Rural Housing (CCRH) Executive Director since 1981, has 30 years' experience in rural housing policy and programs, including successfully managing many government and foundation grants. He has a doctorate in urban planning from UCLA and has conducted research on affordable housing programs and policies. Mr. Wiener also has working extensively in the development of and advocacy for affordable housing programs and policies. In addition to his role as CCRH's Executive Director, Mr. Wiener also teaches a graduate class on affordable housing at the UC Davis Department of Human and Community Development. |

Secretary As Executive Director of the California Housing Partnership Corporation, Matt assists nonprofit and government organizations with the preservation and creation of affordable housing through policy advocacy, technical assistance, training and financial consulting. Matt has worked in the development, planning and financing of affordable housing for more than fifteen years in both the private and public sectors. Matt also plays a leadership role in shaping California legislation and regulations to expand the resources available to preserve and create affordable housing in the state. Matt is President of the Board of Housing California, a Member of the Board of Governors of the California Housing Consortium, a participant in the National Preservation Working Group and was a member of the Housing Assistance Council's Rural Preservation Task Force. He received a Master's Degree in Public Policy from the John F. Kennedy School of Government, Harvard University, and a Bachelor's Degree from Stanford University. |
